Draft Minutes

The Village of Oblong Board of Trustees met in regular session on Wednesday, April 6th, 2016, in the Farley Room of the Municipal Building.

Members Present: Mayor Randy Rich, Clerk Ladora Boyd, Trustee Rick Catt, Trustee Dave Hasty, Trustee Jay Haines, Trustee Ken Russell and Treasurer/Deputy Clerk Jan Miller.
Absent: Trustee Teresa Fielder and Trustee Debi Wilson.
Others Present: Chief Chad Pusey, Public Works Superintendent Gary Lanter, Chris Dewitt (WTYE/WTAY), Tom Compton (Daily News) and Alex Pleasant (Crawford County Development Association).

The meeting was called to order at 7 pm by Mayor Rich; with everyone standing and saying the Pledge of Allegiance.

The Regular Board Meeting Minutes of March 2nd, 2016, were approved with a motion by Jay, and a second by Dave. All ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at this month’s meeting.

Antique Tractor/Engine Club request the use of the park for their annual Antique Tractor/Engine Show on August 12th, 13th and 14th. The Board granted their request.

Motion by Rick, with a second by Jay, to adopt Ordinance #2016-O-574 “An Ordinance to Amend Chapter 3 – Animals, Article I – General Regulations, Section 3-1-2 Injury to Property (B) of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call Vote: Rick – aye, Dave – aye, Jay – aye, Ken – aye. Motion carried.

Motion by Dave, with a second by Rick, to adopt Ordinance #2016-O-575 “An Ordinance to Amend Division IV – General Penalty, Section 1-1-20 Penalty of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call Vote: Rick – aye, Dave – aye, Jay – aye, Ken – aye. Motion carried.

Motion by Jay, with a second by Dave, to adopt Ordinance #2016-O-576 “An Ordinance Amending Chapter 36 of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call Vote: Rick – aye, Dave – aye, Jay – aye, Ken – aye. Motion carried.

Motion by Rick, with a second by Ken, to adopt Resolution #2016-R-1 “Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code”. Roll Call Vote: Rick – aye, Dave – aye, Jay – aye, Ken – aye. Motion carried.

Motion by Rick, with a second by Ken, to adopt the Working Budget for Fiscal Year 2017 (May 1st, 2016 to April 30th, 2017). Roll Call Vote: Rick – aye, Dave – aye, Jay – aye, Ken – aye. Motion carried.

Mayor’s Comments:
Randy stated that the Electric Aggregation letters are being received by the citizens. If the citizens want to stay with Homefield Energy for their electric, they do not have to do anything.
Randy stated that the Village Spring Clean-Up is April 21st. Everything needs to be bagged, boxed or bundled. NO car parts, chemicals, construction waste, yard waste or appliances with Freon.
Randy stated that starting April 7th, the police department will be watching and notifying for Ordinance Violations concerning junk and trash.
Randy mentioned that he has received some complaints about individuals burning trash, which is an ordinance violation.

Reports of Committees:
Police: Chad stated that he would be in training on April 20th in Olney for mandated law updates.

Building and Park: Gary stated that the shower house will not be opened until the weather stays above freezing.

Sidewalks and Lights: Dave stated that he had nothing to report this month.

Street and Alley: Jay stated that he had nothing to report this month. Gary stated that his department has been filling potholes and replacing some culverts as needed.

Water and Sewer: Ken stated that he had nothing to report this month. Gary mentioned that the department will be flushing hydrants later on this month.

Finance: Rick stated that he had nothing to report this month, but wanted to thank everyone with the budget figures.

Development: Rick introduce Alex Pleasant as the new Executive Director for Crawford County Development Association. Rick also mentioned that Alex is an attorney with TIF Experience.

Motion by Ken, with a second by Dave, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. Four (4) ayes, motion carried.

There were no other items of business this month.

Motion by Rick, with a second by Jay, to adjourn the meeting at 7:20 pm. Four (4) ayes, motion carried.
