Village of Oblong

The Village of Oblong Board of Trustees met in regular session on Wednesday, August 2nd, 2017, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Debi Wilson, Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Jeron Harris and Treasurer/Deputy Clerk Jan Miller.
Absent: Trustee Bill Burke,
Others Present: Police Chief Chad Pusey, Tom Compton (Daily News), Chris DeWitt (WTAY/WTYE), Doug Jones, Keith Waldrop and Cindy McReynolds.

The meeting was called to order at 7 pm by Mayor Fielder with everyone standing and saying the Pledge of Allegiance.

The Regular Board Meeting Minutes of July 5th, 2017, were approved with a motion by Jeron, and a second by Dave. Five (5) ayes, motion carried.

There was one addition to the agenda this month. Keith Waldrop came to the meeting to report that the Oblong Community Club had the bushes at the Mini Park trimmed and some had to be removed. He asked if the Building/Park Committee and the full Board would consider power washing and painting the gazebo and fence. The fence is in need of some repair also. Teresa stated that she would get with Gary next week and discuss the issue.

There was one Delinquent Water Bill customers at this month’s meeting. Cindy McReynolds asked if she could pay her water bill on Tuesday, August 8th. The Board granted her request.

Motion by Angie, with a second by Debi to adopt Resolution #2017-R-2 “Homecoming Parade Resolution” on September 22nd from 1:30 pm to 3 pm. Four (4) ayes and one (1) abstain, motion carried.

Motion by Dave, with a second by Jay, to adopt Resolution #2017-R-3 “Halloween Parade Resolution” on October 28th from 6:30 pm to 9:30 pm. Five (5) ayes, motion carried.

Mayor’s Comments:

Teresa wanted to thank the Street Department and everyone who helped clean-up the damaged tree from the early morning storm on July 23rd, which was the beginning of the Crawford County 4-H Fair.
Teresa stated that the Village had received a Thank You Note from IRWA and the attendees of the July 18th Training. She read the note. She stated that the Village furnished the refreshments and that First Robinson Savings Bank paid for the Lunch that day.
Teresa mentioned that the Village has received a grant in the amount of $633 from Illinois Public Risk Fund which will go towards the purchase of safety equipment of gear.
Teresa stated that there will be a Special Board meeting on August 31st for the purpose of looking at and listening from representative for Village’s Property/Liability/Workers Comp insurance bids.
Teresa announced that the local chapter of Rolling Thunder will be here on August 12th at 11am to have a dedication ceremony of the POW-MIA Chair of Honor which will be placed in front of the Oblong Municipal Building. Teresa asked the Village Board for their approval to close South Range Street from Main Street to Indiana Street on this day from 10 am until after the ceremony, so that there will be plenty of room for the Rolling Thunder to park their motorcycles. The Board granted this request.
Teresa wanted to remind everyone that the Antique Tractor and Engine Show is August 11th, 12th and 13th, out at the Park.
Teresa wanted to remind all owners of non-highway vehicles of some of the rules that are from the State of Illinois.
1. They must have a valid Drivers’ License.
2. They must be 21 years of age or older.
3. Can only drive from dawn to dusk and only cross Main Street.

Reports of Committees:
Police: Jay stated that he had nothing to report this month. Chad mentioned that National Night Out will be tomorrow (August 3rd) from 4:30 pm until 6:30 pm.
Building and Park: Debi stated that she had nothing to report this month.
Sidewalks and Lights: Jeron stated that Bill had asked to report that the sidewalk project by the EUM Church was completed.
Street and Alley: Angie stated that she had nothing to report this month.
Water and Sewer: Dave stated that the committee met a couple of times since the last Board Meeting to discuss the dredging of the Sewer Lagoon at this time the project is being put on hold.
Finance: Jeron stated that he had nothing else to report for this month.
Development: There was nothing to report this month.
Ad Hoc (Dilapidated/Unsafe Buildings): Teresa stated that the committee had a brain storming meeting on July 10th. She mentioned that she and Bill Burke had met with Newton Mayor Mark Bolander to see how Newton deals with the issue of dilapidated/unsafe buildings. She and Dave Hasty attended a meeting on July 20th in Dieterich and got some good information. The next meeting of the committee will be August 9th at 1 pm. Teresa also stated that she had put a flyer in each Trustees’ mail slot about a training session.

Motion by Jay, with a second by Jeron, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. Five (5) ayes, motion carried.

There was one other item of business this month. Doug Jones asked about the possibility of allowing non-highway vehicles to be used at dark until possibly 9:30 or 10 pm. Teresa stated that she would look into the matter and get back with him.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 7:22 pm. All ayes, motion carried.
