Village of Oblong

The Village of Oblong Board of Trustees met in regular session on Wednesday, February 6th, 2019, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd ,Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Bill Burke, Trustee Jeron Harris and Treasurer/Deputy Clerk Jan Miller
Absent: Trustee Debi Wilson.
Others Present: Police Chief Chad Pusey, Public Works Superintendent Gary Lanter, Jeremiah Johnson and Chris Dewitt (WTAY/WTYE).

The meeting was called to order at 7 pm by Mayor Fielder with everyone standing and saying the Pledge of Allegiance.

The Regular Board Meeting Minutes of January 2nd, 2019, were approved with a motion by Jeron, and a second by Jay. Five (5) ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at the meeting this month.

Teresa stated that the Board all had a copy of the letter from Frank Weber, Village’s Attorney, regarding the next step on the Heck Property. The next step is to give notice to the property owners of the action taken and to give them 30 days to either place the building in a safe condition or to demolish it. There was some discussion. Motion by Bill, with a second by Angie, to have Frank send letters to the heirs giving them notice of the action to be taken. Five (5) ayes, motion carried.

Motion by Dave, with a second by Jeron, to amend Ordinance #2018-O-599 “An Ordinance to Amend Division XXXVIII – Utilities, Section 38-3-88 Water Rates of the Revised Code of Ordinances of the Village of Oblong, Illinois” to read that Outside Village Limits Rates First 1,000 gallons per month will be $28.20 . Five ayes, motion carried.

Mayor’s Comments:

Teresa mentioned that it is time to start working FY2020 Budget Figures.

Teresa stated that the Village had received a letter from Casey’s General Store Corporate Office asking if there had been any changes to the Village’s Ordinance for getting a license to sell beer and wine. The Village Board has not made any changes to the ordinances.

Teresa wanted to thank Gary and his guys for fixing the weak leaks on West Missouri Street and Harmon’s.

Teresa stated that she had spoken with Anne Marie to get an update on the Donations for the Village of Oblong Dog Park. The amount so far collected is $6,670.

Reports of Committees:
Police: Jay stated that he had nothing to report this month.

Building and Park: Gary stated that Byron had noticed some discoloration on the north wall of the Activity Center. Gary stated that he had contacted the company that had reroofed after the hail damage to the Municipal Building and a representative came over and checked for possible leaks and caulked a few places. Gary stated that he hopes that this would be all that needs to be done.

Sidewalks and Lights: Bill stated that he had nothing to report.

Street and Alley: Angie stated that she had nothing to report. Gary stated that the sale of the old street signs amount so far has been $810.00.

Water and Sewer: Dave stated that there will be hydrant flushing on the South end of town tomorrow. Gary mentioned that he will be attending the IRWA Technology Conference in Effingham on February 19th, 20th and 21st.

Finance: Jeron stated that he had nothing to report this month. Jan mentioned that the amount of $5,000 loan from General Checking to the K-9 Checking needed to be put in the minutes this month. When there are more donations received for the K-9 Fund it will then reimburse the General Checking.

Development: Bill stated that there has been some discussion on Food Vendor Trucks by the committee. He stated that the Village Board needs to consider an ordinance that would regulate Food Vender Trucks and how much to charge for application fees.

Ad Hoc (Dilapidated/Unsafe Buildings): Teresa stated that there is a new member of the committee, Lucas Inboden, who will be taking Randy Rich’s place. Teresa stated that Randy just did not have the time to commit to the committee. She stated that the committee has already sent out 11 notice to property owners that are on the committee’s watch list with a possibility of a few more. There was some discussion on some changes to Chapter 23 of the codebook. Motion by Bill, with a second by Jeron, to make the following changes to Chapter 23:

Change the Application Fee for new manufactured home application fee from $25 to $100;
Used manufactured home application fee would be $350 this includes an inspection fee. These homes will need to be inspected by a licensed home inspector before being approved to move into the Village.
Replace “mobile/modular homes” wording to “manufactured homes”; and
Remove the square footage requirements and replaced with the following requirements: Lot needs to be large enough so that there is 10 feet from any property line and 20 feet from middle of any street from the home.

Motion by Jay, with a second by Dave, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge, or reimbursements to employees. Five (5) ayes, motion carried.

There were no other items of business this month.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 7:38 pm. Five (5) ayes.
