Draft Minutes

The Village of Oblong Board of Trustees met in regular session on Wednesday, March 4th, 2020, in the Farley Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Dave Hasty, Trustee Bill Burke, Trustee Keith Waldrop, Trustee Jeron Harris and Treasurer Jan Miller,
Absent: Trustee Jay Haines.
Others Present: Police Chief Chad Pusey, Public Works Superintendent Gary Lanter, Chris Dewitt (WTYE/WTAY), Jeffery R. Hyatt, Cassie Goodwin, Chance Goodwin, Stephen Beuchsenschuetz, Roy Johnson and Shannon Johnson.

The meeting was called to order at 7 pm by Mayor Fielder with everyone standing for the Pledge of Allegiance.

The Regular Board Meeting Minutes of February 5th, 2020, were approved with a motion by Angie and a second by Jeron. Five (5) ayes, motion carried.

There were no additions or deletions to the agenda this month.

There were no Delinquent Water Bill customers at the meeting this month.

The Antique Tractor and Engine Club had made a request to use the Park on August 7th, 8th, and 9th for their annual Antique Tractor and Engine Show. The Board granted the request.

Motion by Bill, with a second by Keith, to adopt Ordinance #2020-O-611 “An Ordinance to Amend Chapter 27 of the Revised Code of Ordinances of the Village of Oblong, Illinois”. Roll Call vote as follows: Angie – Aye, Dave – Aye, Bill – Aye, Keith – Aye, Jeron – Aye. Motion Carried.

Jeron opened the sealed bids for the 313 North Wilson Street property. They are as follows:
$ 825.00 from John Russell;
$ 500.00 from Stephen Buechsenschuetz;
$1,000.00 from Jeff Hyatt;
$ 250.00 from Robert & Martha Stephens;
$ 1,200.00 from Roy & Shannon Johnson.

There were three of the individuals, who had turned in sealed bids, at the meeting. They were allowed to give additional bids of additional amounts. The last bid was for $2,000.00 from Jeffery R. Hyatt. Motion by Bill, with a second by Angie, to sales the 313 North Wilson Street property to Jeffery R. Hyatt for the bid price of $2,000.00 with a 10% down payment with remainder to be pay upon transfer of title. Five (5) ayes, motion carried.

Todd Kessler turned in a Manufactured Home application for Roxanne Kessler to be approved by the Board. Since the home is older than 10 years, Todd will need to get it inspected by a licensed home inspector before it can be moved into to the Village limits. The location of where the home will be located in the Village is 306 East Georgia Street. Motion by Bill, with a second by Jeron, to approve the application contingent upon the home inspection. Five (5) ayes, motion carried.

Teresa stated that the Village had received a letter from Casey General Store Corporate Headquarters requesting a liquor license. The Board has not changed their minds about granting a retail only liquor license.

Mayor’s Comments:

Teresa mentioned that the Spring Clean-up by Republic will be Thursday, April 16th.

Teresa stated that the Oblong Chamber of Commerce Banquet will be March 26th, at Irene’s Vineyard. Tickets are $20/per person, anyone can attend the Banquet.

Teresa stated that there are two cards for Shannon Woodard that she would like the Board to sign. One card is a Sympathy Card for the loss of his mother and the other is a Thank You card for the excellent presentation the he did for the Village at the Crawford County Board meeting. Teresa also asked the Board members for $15 from each individual, so a gift certificate could be given to Shannon.

Reports of Committees:

Police: Dave stated that Chad had hired four new part-time patrol officers: Jordan Bowen, James Crask, Doyal Hofmann and Jordan Feutz.

Building & Park: Keith stated that he had a photo of the mural that is to be painted on the west wall of Ida Mae Boutique. The cost of the mural is $4,000. Keith stated that the Board had preciously okay an amount of $3,500 for the mural that was supposed to be on the school bus barn. Keith wanted to know if the Board would okay the awarded amount to be increase to $4,000. Motion by Dave, with a second by Bill, to increase the TIF Grant from $3500 to $4000. Ayes: Angie, Dave, Bill and Jeron. Abstain: Keith. Motion carried. Keith stated that he will have put in the budget $2,000 for 4 face in the hole photo ops.

Sidewalks & Lights: Bill stated that he had nothing to report this month.

Street & Alley: Angie stated that she had nothing to report this month.

Water & Sewer: Dave stated that the County Board Meeting on March 12th, starts at 6 pm. This will be the meeting where they decided on the awarding of the Block Grants. Dave stated that it would be nice if Oblong was represented by a few Board members that night.

Finance: Jeron wanted to have the budget figures sent him before the Finance Meeting on March 18th, at 4:30 to look over.

Development: Bill stated that he is still working on the Park Meadow Covenants.

Ad Hoc (Dilapidated/Unsafe Buildings & Ordinances): Teresa stated that there are some burn piles and abandon vehicles that the committee is watching.

Motion by Keith, with a second by Jeron, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees Five (5) ayes, motion carried.

There were no other items of business this month..

Motion by Jeron, with a second by Angie, to adjourn the meeting at 7:36 pm. Four (4) ayes, one (1) nay, motion carried.
