The Village of Oblong Board of Trustees met in regular session on Wednesday, January 6th, 2021, in the Activity Center Room of the Municipal Building.

Members Present: Mayor Teresa Fielder, Clerk Ladora Boyd, Trustee Angie Fear, Trustee Jay Haines, Trustee Dave Hasty, Trustee Bill Burke, Trustee Keith Waldrop, Trustee Jeron Harris and Treasurer Jan Miller.

Others Present: Public Works Superintendent Gary Lanter, Police Chief Chad Pusey, Clint DeLong, Christian Miller, Bob Miller and Angela Downing (Daily News).

The meeting was called to order at 5 pm by Mayor Fielder with everyone standing for the Pledge of Allegiance.

The Regular Board Meeting Minutes of December 2nd, 2020, were approved with a motion by Jeron and a second by Bill. All ayes, motion carried.

There was one addition to the agenda this month. Christian Miller came to the Board Meeting to ask permission to place eight fire rings at the campgrounds, this is his Eagle Scout Project. He stated that he is in the process of trying to get $300 in donations to purchase the metal to make the fire rings. Christian will need to get ahold of Gary when he has his project finished and ready to place out at the Park. Bob Miller stated that his son’s project should be finished around the end of February. Motion by Bill, with a second by Jay, to allow Christian to place the fire rings out at the Park. All ayes, motion carried.

There was one Delinquent Water Bill customer at the meeting this month. Clint DeLong came to the Board Meeting to ask for an extension on his water bill, due to a water lead, hope to be able to pay by the middle or end of February . The Board granted his request.

Approval of TIF payments to Westmore Equity in the amount of $22,398.01 and to Roger Colmark in the amount of $21, 867.11. Motion by Jeron, with a second by Bill, to pay the amounts to Westmore Equity ($22,378.01) and upon receiving a request from Roger Colmark ($21, 867.11) from the TIF account. All ayes, motion carried.

Motion by Keith, with a second by Angie, to approve the Village’s Investment Policy. All ayes, motion carried.

Mayor’s Comments:
Teresa wanted to thank everyone for their prayers, concerns and messages for her.
Teresa mentioned that there are few things that Chad and her will be looking at later on this month.
Teresa stated that IML Review Magazine for January had some good articles in it this month.

Reports of Committees:
Police: Jay stated that he had nothing to report this month. Chad stated that the Board had copies of the Year-end reports and that he will be having training on the 18th and 19th of this month.
Building & Park: Keith stated that he would like to schedule a committee meeting to discuss the new garage building and what to put in the bid packets. The committee meeting was scheduled for Wednesday, January 13th, at 4 pm. Keith asked who had purchased the Christmas Lights and the 4-way stop. It was stated that the Oblong Chamber of Commerce purchased them. Keith stated that the Christmas Light Decoration were a nice touch. Keith mentioned that he had spoken to a gentleman about the money for the South Range Street. Dave suggested that the Village not purchase a projector for the Activity Center this fiscal year (this was in the Budget).
Sidewalks & Lights: Bill mention that some of the sidewalk projects had been completed.
Street & Alley: Angie stated that she had nothing to report this month.
Water & Sewer: Dave stated that he had nothing to report this month. Teresa stated that the Sewer Project funding was still under review. Gary stated that Travis and he would be at an IRWA Training session tomorrow (1/7/2021) at Hindsboro, Illinois. He stated that they will be back in the late afternoon.
Finance: Jeron stated that he had nothing to report this month.
Development: Bill stated that he has nothing new to report this month.

Motion by Jay, with a second by Dave, to pay the bills that were on the warranty list and any utility bills, bills that will incur a late charge or reimbursements to employees. All ayes, motion carried.

There was one other item of business this month. Gary thanked the Mayor and Trustees for the Village employees’ Christmas meal.

Motion by Jeron, with a second by Angie, to adjourn the meeting at 5:23 pm. Five (5) ayes, one (1) nay; motion carried.
